Who Destroyed The System? Buhari Tackles Governors, Exposes Their Deceit (Who Let The Dogs Out)

By Osigwe Omo-Ikirodah

”Who Let The Dogs Out” is a hit song that talks about men who call out women disrespectfully, so the women in turn fire back by calling them DOGS.

Buhari today was a guest at Arise Tv and he practically took the governors and the youths to the cleaners. You know for a while now some governors and youths have turned Buhari into their trash cans. All sorts of invectives are thrown at the Commander-in-Chief of the Armed Forces making him the most insulted President in Nigerian’s history. They are so nauseating that they even join foreigners in throwing insults at their president.

They relish in making fun of the president, but today Buhari has stirred the hornets’ nest, who really destroyed the system?

Now listen to Buhari with an open mind and let us discuss…

“Two SW Governors came to me to say cattle rearers are destroying farms in their states, I asked them what happened to the grassroots security panels from Traditional Rulers to Local Governments who meet regularly to identify the root of their problems and identify crooks within their environment and apprehend the criminals.

Who destroyed this system? Go back and fix it, give your people a sense of belongings. I don’t like it when people campaign to become Governors and people trusted them with their votes and after winning, they can’t perform, they’re trying to push responsibilities to others.

We have three tiers of Government, Federal, State and Local. We have killed the Local Government totally. We will send N300m as allocation to a Local Government, one Governor will ask the LG Chairman to sign that he collected N300m but he will give him N100m and the Chairman will keep quiet…..is that how we will continue???”

Now forget Buhari let’s assume the President is the Devil himself, now let’s talk about the assistant Devils. Because the Devil does not work alone, you cant vilify the Devil and praise his messengers or assistants.

Na so we go dey? Let the Governors come and speak out, what do they do with their security votes? Let me use my own State, Edo as a case study, there is a State vigilante network in place and from records, the Governors takes in between 650 – 700 million monthly as security votes.

These Vigilantes, for example, are carrying guns everywhere and making arrest everywhere, two days ago these security forces that are empowered by the State government arrested somebody at Urhokpota hall in Benin City and refused to hand over the suspect to the police which led to a brawl between the two security outfits.

My point here is that truly the 36 States have a local security network that can be effective if really empowered by the respective governors from their existing security votes.

Back to Edo as a case study, these vigilantes have been in active operation since January 2021 and are yet to receive a penny as a stipend from the State government, all the weapons used by these vigilante people are procured locally by these people and are unlicensed, sometimes if you see the kind of guns they use you would agree with me that only criminals can have access to such guns.

Even local pump actions guns are used by these vigilantes. Now the same Edo State Government refurbished a 1997 Sienna and fixed a siren on top and gave it to these people, saying it’s for patrol. The Govt could only provide 15 of those old vehicles in a State consisting of 18 LGA councils. Many of them are in mechanic workshops as we speak now.

Now if truly the State gets a whopping 650 million as security votes then we wonder, what is going on?

Now take the issue of the LGA councils the President talked about, my State, for instance, has no Local Government Chairmen presently so let us use Delta State as an example.

Accroding to the President, the Local Government system which is supposed to be autonomous is under the tight grip of Governors. Lets us go by the words of Buhari, a local council is sent about 300 million and the Governor pockets 200 million and gives the council boss only a hundred million to work.

The people have not asked what the governor is doing with the extra 200 million (200 times the number of LG’s in his State) he has cornered for whatever reasons best known to him but are shouting Buhari. Why shift the blame to Buhari? Do you know what that extra allocation would do for the suffering masses in Sapele?

So who destroyed the system? Who is unable to pay security forces to protect her citizens? Who is responsible for the operations of these security outfits that hundreds of millions are allocated monthly for such incidences(security votes). So if the governors and local council chairmen are unable to meet their statutory obligations how on earth is that the business of Buhari?

Sometimes when I see the Federal Government make some kind of public blunders in support of Buhari I actually applaud it tho it looks nonsensical.

E.g the statement credited to Garba Shehu that Nigerians needs a leader with an Iron fist. An irresponsible statement I must confess but sadly a statement of fact.

Nigerians have access to their council chairmen and yet one day nobody has marched to their houses to demand accountability so at least they can explain why they can not provide for their constituents. Those chairmen deserve some slaps at times.

For where??? Nigerians are forming  Buhari is the Omega and Finisher of their lives and have decided to crucify only him and leave his assistants alone.

Then the worse aspect is that these same governors who are shameless are shouting and vilifying Buhari. I careless about Buhari and never supported him in the last presidential elections but I find it hypocritical that everyone is demanding the head of Buhari without just asking what the Governors are doing with their allocations.

For the Local council chairmen that are shortchanged and keep quiet and still yet shout Buhari may the gods visit them and pay them accordingly.

People that when month-end now dem don rush go Abuja go collect their small thing.

Buhari to me finished the Governors and took them to the cleaners.

Then for the youths, their own is a matter of another day discussion. Today the President gave it back to them in their own coins.

Who let the dogs out? Who, who, who, who, who?
