Senate President Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 10:52am.

EXECUTIVE COMMUNICATION
Senate President Ahmad Lawan read a letter from President Muhamamdu Buhari on the Submission of the revised 2022 Fiscal Framework on which the 2022 Budget was based.

Senate President Ahmad Lawan read two letters of resignation from Senator Abdullahi Adamu and Senator Abubakar Kyari, having been elected as National Chairman and Deputy National Chairman (North) of the All Progressives Congress respectively.

CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to Repeal the Immigration and Prisons Service Board Act Cap 12 LFN 2004 and Enact the Civil Defence Corps, Correctional, Federal Fire and Immigration Services Board Act, to provide policy direction to the Corps and Servoces and appoint, promote and exercise disciplinary control over officers of the Nigerian Security and Civil Defence Corps, Federal Fire Service, Nigerian Correctional Services, Nigeria Immigration Services and for other related matters, 2022 (SB. 967) by Senate Leader, Senator Yahaya Abdullahi

“I rise to support this well-articulated position by the Senate Leader and will recommend same for the entire Senate to pass for second reading.” – Senator Suleiman Abdu Kwari

The Bill was read the Second Time and referred to the Committee on Interior to report back witin four weeks.

2. A Bill for an Act to create a framework for the regulation of franchising and to guide the relationship between franchisors and franchisees and for matters connected therewith, 2022 (SB. 969) by Senator Adetokunbo Abiru

Senator Adetokunbo Abiru, in his lead debate, said the Bill seeks to create a framework for the regulation of franchising and guide between franchisors and franchisees.

“If Nigeria is going to diversify our economy, franchising is one of the tools than can be used and is used in all these developed countries. We can use franchising to ameliorate the challenges of unemployment that we are having. In other climes, what the youths do is to use the toll of franchising to ensure small and medium scale enterprises are developed. When we leave franchising unregulated, we will not get the much needed and desired benefit from franchising. If we regulate that sector of franchising well, we will see that everyone will be willing to bring their franchise to Nigeria.” – Senator Ibikunle Amosun

“It’s a very brilliant Bill and it is a Bill that will strengthen our economy and I support this Bill be read the second time” – Senator Tolu Odebiyi

“As one of the co-sponsors of this Bill, let me join the other speakers to say that this Bill should be seen as one of the very key interventions by this Chamber. The impact it will make in our economic development effort is very huge and deep. This Bill seeks to regulate and clarify issues around franchising.” – Senator Aliyu Sabi Abdullahi

The Bill was read the Second Time and referred to the Committee on Judiciary, Human Rights and Legal Matters for further legislative action and to report back in four weeks.

3. A Bill for an Act to Amend the provision of the Army Colour (Prohibition of Use) Act, 1997 to increase the penalties for contravention of this Act and for other matters, 2022 (SB. 924) by Senator Uche Ekwunife

Senator Uche Ekwunife, in her lead debate, said the Bill seeks to ensure that indiscriminate and unauthorized use of military uniform is checked. It is important that one recognizes who is a soldier and who is not. The amendment further seeks to increase the penalties of unauthorized use of military uniform from N200 to N500,000 and not less than one year imprisonment to serve as a deterrent in line with the present realities that we are confronted today as a nation.

“I stand to support this Bill. There is need for stricter measures to be taken especially where there is so much abuse of some of these equipment. If there is stringent penalty to those that abuse the Code of Ethics for use of uniforms especially in Nigerian Army I think it will be very good. I stand to support this Bill and when we take this seriously, it will curb the insecurity that we are having in this country.”- Senator Sani Musa

The Bill was read the Second Time and referred to the Committee on Army for further legislative action and to report back within four weeks.

Senator Sadiq Suleiman Umar moved that the Senate do receive and consider the report of the Committee on Interior on:

ii. Nigerian Peace Corps (Establishment) Bill, 2022 (SB. 271 & SB. 735)

Senator Nora Ladi Daduut seconded.

Senator Tolu Odebiyi, represented Senator Ahmad, Babba Kaita and moved that the Senate do receive and consider the report of the Committee on Tertiary Institutions and TETFUND on the Federal College of Education (Special) Afon, Kwara State (Establishment) Bill, 2022 (SB. 226).

Senator Francis Fadahunsi seconded.
